In 2004, the United States Access Board published finalized guidelines that include the minimum requirements the ADA and the ABA must follow. The DOJ and DOT issue the ADA standards based on these requirements. They are able to add additional requirements if needed.  

U.S. Access Board 2004 Guidelines 

42 U.S.C. § 4157 (b). The U.S. Access Board creates minimum guidelines that will apply to the four federal agencies deemed responsible in the ABA. Then, the four agencies develop their own standards that comply with the ABA and the minimum guidelines. 

Michigan State University

Created in 1973, the U.S. Access Board is a federal agency that serves to ensure accessibility in federally funded properties/buildings. The agency is responsible for determining accessibility standards when it comes to built environments, vehicles used for transportation, equipment in the medical field, tools for communicating, as well as IT. 

United States Access Board 

42 U.S.C. §§4151 et seq. The ABA requires any buildings that have used federal funds in any relation must comply with accessibility standards. The United States Access Board will create minimum guidelines of accessibility, then four federal agencies are responsible for establishing and enforcing ABA guidelines in addition to the minimum requirements.

42 U.S. Code § 12204. The standards of accessibility provided in the ADA are built on the minimum guidelines that the Access Board creates. The Access Board also provides all needed assistance and training on standards.
