Ambiguity in Defining Basic Units

In the classification of activities or processes, the basic unit is often a "process" rather than an individual entity. Just as in biological classification where species definitions can be contentious, defining and agreeing on what constitutes a distinct process can be ambiguous. Different experts might disagree on whether two similar activities should be classified together or separately, complicating the classification system.
