Analysis of a Municipal Negotiation

Two neighboring towns, Northwood and Southwood, are collaborating to build a new, shared public library. They both agree that a single, large, well-funded library is vastly superior to the alternative of each town building its own smaller, under-resourced library. However, a dispute has arisen over the location. Northwood's council wants the library built on their side of the town line to boost local business, while Southwood's council wants it on their side for the same reason. If they fail to agree on a location, the project will be cancelled, and neither will get a new library, which both consider a very poor outcome.

Analyze the strategic interaction between the two towns. In your analysis, identify the elements that make this a coordination problem and the elements that create a conflict of interest.
