Analysis of a Public Health Campaign

A city's public health department launches a campaign to reduce smoking rates. The campaign focuses solely on distributing pamphlets that detail the negative health consequences of smoking, such as lung cancer and heart disease. Despite a wide distribution, after one year, smoking rates in the city have not significantly decreased.
