Analyzing a Hybrid Business Model

A city's public transportation system is currently a government-owned entity. A consultant proposes a new operational model where the system will aim to generate a profit by adjusting fares, but the city will retain full ownership and will continue to require service on unprofitable routes for social equity reasons. Analyze this proposal. To what extent does the transportation system begin to resemble a 'firm'?
