Analyze the statement below. Which economist, Herbert Simon or Friedrich Hayek, would most strongly agree with this view? Explain your reasoning, and then articulate the fundamental reason why the other economist would critique this perspective as an incomplete solution for societal resilience.

'The marvel of the economic order is that it is a spontaneous, self-organizing system. Individual actors, pursuing their own interests with limited knowledge, are coordinated by an impersonal system of signals. Any attempt by a central authority to direct this system will inevitably fail because no single mind can possess the vast, dispersed knowledge necessary for rational economic calculation.'
