Comparing Policies for Airport Noise Pollution

A city is grappling with significant noise pollution from its airport, an unavoidable consequence of flight operations. To reduce the noise to a socially optimal level, policymakers are considering two options: (1) imposing a fixed fee (tax) on every flight that lands or takes off, or (2) setting a strict limit (quota) on the total number of daily flights. Evaluate the effectiveness of these two policies. In your answer, compare and contrast how each policy would achieve the goal of reducing flights and discuss a potential advantage and disadvantage of one policy over the other from an economic efficiency perspective.
