Comparing Pollution Control Policies for Leather Tanneries

A regional government is concerned about chemical pollution in a river, which is caused by a specific, traditional method used by local leather tanneries. This pollution has significantly reduced the income of local fishing businesses. A new, non-polluting tanning technology has been developed, but it is more costly for the tanneries to adopt.

Two policies are being debated:

  1. Impose a strict limit on the total quantity of leather that can be produced in the region.
  2. Implement a tax specifically on the polluting chemicals used in the traditional method.

Analyze the economic efficiency of both proposed policies. In your analysis, explain why one policy is likely to lead to a better outcome for society as a whole, considering the tanneries, the fishing businesses, and the government.
