Critique of a Survey-Based Policy Initiative

A government agency wants to design a policy to help individuals who are unable to get loans. To identify these individuals, they plan to conduct a national survey with two key questions:

  1. 'In the past five years, have you ever been denied a loan for which you applied?'
  2. 'If you were to apply for a $2,000 loan today, do you think your application would be approved?'

Critique the agency's plan to use the answers to these two questions to accurately identify the entire population of people who are truly unable to get credit. In your evaluation, explain the specific weaknesses of each question and how these weaknesses could lead to a flawed understanding of the problem.
