Critique of a Zero-Pollution Policy

A local government, responding to public outcry about a factory's air pollution, proposes a new law that would force the factory to completely eliminate all of its harmful emissions. From an economic standpoint, critique this 'zero-pollution' policy. Is achieving zero pollution always the most desirable outcome for society as a whole?
