Critique of Surplus Distribution

A manufacturing firm is the sole employer in a remote town. The firm has all the bargaining power and implements a 'take-it-or-leave-it' offer: it will pay standard wages but will only adhere to the absolute minimum environmental quality standards allowed by law, which are known to be insufficient to prevent long-term health problems for residents. This arrangement allows the firm to capture a large economic surplus as profit. From an ethical standpoint, critique this outcome. In your answer, evaluate the fairness of this distribution of surplus and justify your position.
