Critiquing an Economic Argument on Work Ethic

A political commentator makes the following statement: "When we compare two countries, we see that workers in the lower-wage country tend to work more hours and have less free time than workers in the higher-wage country. This is clear evidence that workers in the lower-wage country have a fundamentally different work ethic and place a lower value on leisure."

Critique this statement from an economic perspective. In your answer, explain why this conclusion may be flawed, even if the workers in both countries have identical preferences for consumption and free time.
