Critiquing Causal Claims in Economic Policy

A political leader makes the following statement: "One year ago, we implemented a new national education funding program. This year, the national high school graduation rate increased by 2%. This clearly demonstrates that our new program is directly responsible for this improvement."

Critically evaluate the validity of the leader's conclusion. In your response, explain the fundamental difficulties in establishing a direct cause-and-effect relationship for such a large-scale policy, and propose at least two alternative factors that could have also contributed to the change in the graduation rate.
