According to Fairclough, the term refers to the the intervention of discursive practices in order to establish a new authority within the order of discourse. In PAIPDI, this is used to achieve a political authority, one that transforms the approach to disability policy.

The hybridization of these two approaches allows for a new discourse - a political one shifting from a charity concern to one dedicated to social justice. Aspects of the hybridizarion involve the use of scientific evidence to establish the plan's legitimacy, the use of tables and data collections to depict the current situation of disabled individuals (and the need for change), and detailed explanations of the ICF.

Defining Technologization of Discourse

Primary, there exists a conflict between the intended human rights approach and the use of the ICF. With the human rights approach, disabled individuals are seen as legal subjects and there is a need for a holistic appraoch to rights to provide a decent standard of living for all. The ICF on the other hand a tool which the government uses to decide on the rights of individuals.
