Designing a Community-Based Risk Mitigation System

Imagine a small community of independent artists who all rely on a few major annual art fairs for a significant portion of their income. A major, unpredictable event (like a sudden public health crisis or a natural disaster) could lead to the cancellation of these fairs, causing a severe, widespread income shock for the entire community. Design a formal, collective system that these artists could create for themselves to manage the financial risk of such an event. Describe the key components of your system, including how funds would be collected and how they would be distributed if a shock occurs. Explain how your design helps the artists prepare for an unpredictable future.
