Designing Rules for a Shared Resource Dilemma

Imagine a group of students in a shared house who are experiencing a consistently slow internet connection. The problem is that a few individuals use excessive bandwidth for large downloads and streaming during peak study hours, negatively impacting everyone else's ability to work. While everyone would benefit from more moderate use, the individual incentive is to use as much bandwidth as needed without regard for others.

Your task is to design a set of three distinct, enforceable rules that the students could agree upon to resolve this issue. For each rule you propose, explain specifically how it alters the strategic incentives for the students and helps transform the situation from a competitive one to a cooperative one.
