Short Answer

Disentangling Technology and Institutions

Consider the invention of a new, highly efficient automated farming machine. In one country, patent laws are very strong, granting the inventor exclusive rights for 20 years. In another country, the government buys the patent and makes the technology freely available to all farmers. Analyze how both the new technology and the different institutional settings (patent laws vs. government action) would likely affect the endowments and incomes of small-scale farmers in each country.
