Economic Rationale for Outdated Technology

An economic consultant observes that a textile factory in a developing country uses looms that are 50 years old, even though newer, more automated looms exist and are widely used in developed countries. The factory manager insists this is the most profitable way to operate. Analyze the economic conditions that would make the manager's decision a rational one.
