Efficiency and External Costs

A manufacturing plant produces goods sold in a competitive market. The production process, however, creates a negative side effect (e.g., pollution) that imposes a cost on the surrounding community. If the market price for the last item produced is less than the combined cost of the manufacturer's resources and the cost of the negative side effect for that item, explain from a societal perspective why producing this last item is inefficient. What should happen to the level of production to improve overall social welfare?
