The NAD has been pivotal for the passage of several federal civil rights laws (Individuals with Disabilities Education Act, Rehabilitation Act of 1973, ADA) and is very focused on passing the 21st Century Communications and VIdeo Accessibility Act and other regulations and policies that directly apply to creating equal opportunities for people who are deaf.
