EVM instructions are a set of low-level operations that are executed by the EVM to perform tasks such as transferring ether, calling functions on smart contracts, and manipulating data on the blockchain.

These EVM instructions are executed by nodes on the Ethereum network.

It's the runtime Environment for executing smart contracts and running transaction on the Ethereum Virtual Machine, designed to be Turing Complete, which means the EVM can run any program given enough resources. It allows developers to write and deploy smart contracts than are self-executing based on the agreement reached by the user.
The EVM exist as a single entity maintained by thousand of connected computers running an Ethereum Client software.

The Ethereum state, it's referred to the current state of the Ethereum blockchain, it's a enormous data structure "Modified Merkle Patricia Tree", which contains all the accounts, balances, contract codes, storage, and other metadata. 
This state changes each time a transaction is processed,  its maintenance requires significant computational resources.
