Evaluating a Behavior Modification Strategy

A manager is trying to reduce the frequency of employees arriving late to work. The manager implements a new policy: any employee who is late must stay 15 minutes after their shift ends for each instance of tardiness. After a month, the manager observes that while tardiness has slightly decreased, overall team morale has dropped, and some employees seem anxious and resentful. Based on B.F. Skinner's cautionary perspective on the use of punishment, evaluate the effectiveness and potential drawbacks of the manager's policy.
