Evaluating a Flawed Punishment System

Imagine a group project where members work together weekly to produce a shared output, from which everyone benefits equally. To combat the problem of some members contributing very little, a rule is implemented: any member can choose to give up some of their own points to reduce the points of another member they believe is not contributing enough. After several weeks, not only has the average contribution level fallen, but some of the most consistently high-contributing members have left the group. Based on your understanding of how incentives shape behavior in groups, evaluate the likely reasons why this specific system failed to sustain cooperation and may have even made things worse.
