Evaluating a Market for Community Pollution Rights

A manufacturing plant proposes a deal to a small, low-income town. The plant will pay every household $10,000 annually. In return, the town must grant the plant the right to emit a pollutant that creates a persistent, unpleasant odor but has no scientifically established long-term health risks. The company provides full disclosure, and the agreement requires the consent of a majority of the town's residents via a referendum. Critically evaluate this proposed market exchange.
