Evaluating a Policy for Employee Training

A government observes that many firms do not provide extensive training for their employees, fearing that trained workers might leave for rival companies. To address this, the government proposes giving a financial subsidy to firms for each employee they put through a certified training program. Critically evaluate this policy proposal. Explain the economic rationale for why firms might underinvest in training in the first place, and then assess the effectiveness and potential drawbacks of using a subsidy to solve this problem.
