Evaluating a Policy for Traffic Congestion

A town experiences significant traffic congestion during morning and evening rush hours. The extra travel time and fuel consumed by all other drivers due to one additional car entering the road system during these peak times is a significant, uncompensated cost. A city planner proposes a policy to address this issue: a flat fee of $5 will be charged to any vehicle entering the downtown area, regardless of the time of day.

Critique this policy proposal. In your answer, explain whether a flat fee is an effective way to address the specific costs created by an additional vehicle during peak rush hour. Justify your reasoning.
