Evaluating a Policy to Encourage Saving

A government is concerned about a low national savings rate and is considering implementing a new, broad-based tax on all goods and services purchased by consumers. The stated goal is to make current spending more expensive, thereby encouraging households to save a larger portion of their income. Critically evaluate this policy proposal. In your response, discuss at least one argument for why this policy might be effective in increasing savings and at least one argument for why it might be ineffective or have negative consequences.
