Evaluating a Proposed Market for Jury Service

A government is considering a proposal to create a market for jury service. Under this system, individuals summoned for jury duty could legally sell their spot to another eligible citizen. Proponents argue this is an efficient, voluntary exchange that benefits both parties: the seller receives money, and the buyer, who may wish to serve for civic or financial reasons, gets the opportunity.
