Evaluating a Solution to Resource Overuse

A village has a shared pasture where all residents can graze their cattle. The pasture is showing signs of degradation from overuse. At a town meeting, a proposal is made for all villagers to voluntarily limit their herds to five cows each to allow the pasture to recover. Based on the economic principles that explain the overexploitation of shared resources, evaluate the likely success of this voluntary plan. In your evaluation, explain the conflict between individual and collective interests that the villagers face.
