Evaluating an Allocation's Efficiency

An economic planner is analyzing a proposed allocation of resources. The analysis reveals two facts about this allocation:

  1. The allocation lies inside the economy's feasible frontier.
  2. At this allocation, the rate at which an individual is willing to trade free time for consumption is exactly equal to the rate at which free time can be technologically transformed into consumption.

Critically evaluate this allocation. Based on the fundamental conditions for solving a constrained optimization problem for efficiency, is this allocation considered an efficient outcome? Justify your reasoning by explaining the role of each condition.
