Evaluating an Economic Forecast

In 1958, the government of East Germany, which operated under a centrally planned economic system, publicly forecasted that its citizens' material well-being would surpass that of capitalist West Germany by 1961. This forecast proved incorrect; by 1989, East German per capita income was less than half of West Germany's.

Critique the viability of the 1958 forecast from an economic perspective. In your answer, evaluate the fundamental differences between centrally planned and capitalist economic systems that made this prediction highly improbable.
