Evaluating Behavioral Patterns in a Collaborative Project

Imagine a group of individuals is tasked with a repeated collaborative project where success depends on everyone's voluntary effort. In the initial stages, many participants contribute significantly. However, as the project progresses over several rounds, the average level of effort from the group steadily decreases. Critically evaluate two potential explanations for this decline: 1) The participants who initially contributed a lot reduced their effort after observing that others were not contributing their fair share. 2) Most participants were uncooperative from the beginning and their behavior was consistent throughout.
