Evaluating Climate Policy Statements

Two government officials make the following statements about a proposed climate policy:

Official A: "Our policy is a major success because it will cut the rate of growth of our nation's annual emissions. By slowing down how fast we add these gases, we are taking the most critical step to reduce the total amount already in the atmosphere."

Official B: "Slowing the rate of growth is insufficient. As long as our annual emissions remain higher than the amount of gases the planet's oceans and forests can absorb each year, the total amount in the atmosphere will continue to climb, just more slowly. A reduction in the total amount requires our emissions to be less than what is naturally removed."

Evaluate which official's statement more accurately reflects the dynamic between annual emissions and the total accumulation of gases in the atmosphere. Justify your reasoning.
