Evaluating Climate Policy Strategies

Two common proposals for encouraging global cooperation on climate change are: 1) imposing trade sanctions on countries that fail to restrict their emissions, and 2) providing financial subsidies for green technology to countries that do restrict their emissions. Critically evaluate these two approaches. In your answer, compare and contrast how each one attempts to alter the strategic incentives to make mutual restriction a stable outcome, and discuss the potential political or economic challenges associated with implementing each one.
