Consider the two statements below from hypothetical economists. Evaluate both from the perspective that economics is fundamentally a study of conflict over the distribution of goods. Which statement more closely aligns with this view, and why? In your analysis, explain the shortcomings of the statement that is less aligned.

Statement A: 'The primary goal of economic policy should be to maximize the total value of goods and services produced. A rising tide lifts all boats.'

Statement B: 'While economic growth is important, we must also consider the legal and social frameworks that determine who benefits from that growth. The rules of the game matter as much as the size of the prize.'
