Evaluating Employment Policies

A government is considering two policies to boost national employment.

  • Policy A: A program that subsidizes firms' adoption of advanced employee monitoring software, making it easier to track worker productivity.
  • Policy B: A program that significantly expands public transportation networks, making it much easier and cheaper for unemployed individuals to search for and commute to jobs across a wider region.

From the perspective of a single firm that sets wages to incentivize effort (as it cannot perfectly observe it), evaluate which policy is more likely to lead the firm to increase its level of employment. In your evaluation, you must explain the mechanism by which each policy affects the firm's wage-setting decision and its subsequent choice of how many workers to hire.
