Evaluating Environmental Policy Tools

Consider two distinct environmental challenges:

  1. The release of a highly toxic chemical from a small number of identifiable industrial plants. This chemical has severe, immediate health effects even in small doses.
  2. The emission of a common air pollutant from millions of sources, including cars and small businesses. This pollutant contributes to regional smog but is not acutely toxic in low concentrations.
