Evaluating Hiring Strategies for a Tech Startup

A fast-growing tech startup needs to hire senior software developers. The hiring manager knows that some applicants are exceptionally productive, while others are merely average. However, it is impossible to tell them apart based on resumes and initial interviews alone.
