Evaluating Management Strategy on Performance

A manager at a large, unionized firm with strong job security protections states, 'Conducting detailed performance reviews is a waste of resources. Since we can't easily fire low-performing employees, there's no real consequence for underperformance.' Critically evaluate this manager's statement. In your response, justify why this perspective might be flawed, considering potential long-term consequences for both the employee and the company.
