Evaluating Methods for Measuring National Economic Output

A developing nation is establishing its system for measuring total economic output for the first time. Two proposals are on the table. Proposal A suggests creating a single, independent national statistical agency tasked with following a comprehensive, internationally-recognized framework. Proposal B suggests allowing various government ministries (e.g., Ministry of Agriculture, Ministry of Industry) and major private industry groups to each publish their own estimates of output for their respective sectors, with the 'total' being a simple aggregation of these reports. Evaluate the two proposals.
