Evaluating Permit Allocation Schemes

A city council must decide how to distribute 10 new, highly profitable street vendor permits for its busiest downtown park. Both of the following proposals are considered Pareto-efficient, as once the permits are assigned, no vendor could be made better off without another being made worse off. As a policy advisor, which proposal would you recommend and why? Your justification must critique the use of a single evaluation criterion and explain the trade-offs involved.
