Evaluating Policies Based on Income Determinants

A government aims to reduce long-term income inequality and is considering two different approaches.

  • Approach 1: A one-time, lump-sum cash payment is given to every household living below the poverty line.
  • Approach 2: A publicly-funded program is established to offer free technical job training and university scholarships to individuals from households below the poverty line.

Critique both approaches based on the principle that an individual's income is determined by what they possess, own, or embody. In your evaluation, which approach is more likely to have a lasting impact on reducing income inequality, and why?
