Evaluating Policies for Traffic Congestion

A major city is experiencing severe traffic congestion during peak commuting hours. This is because individual drivers, when deciding to use the roads, do not consider the cost of the increased travel time they impose on all other drivers. Propose and evaluate two distinct types of policy interventions the city could implement to address this problem. For each proposed policy, explain how it works to align the private incentives of drivers with the social goal of reducing congestion, and discuss one potential advantage and one potential disadvantage of its implementation.
