Evaluating Policy Effectiveness for Different Pollutants

Imagine two distinct environmental problems. Problem A involves a pollutant that, once emitted, spreads evenly throughout the global atmosphere, and the negative effects experienced by one country do not reduce the negative effects experienced by any other country. Problem B involves a pollutant that contaminates a single, large lake shared by several communities, where the harm (e.g., contaminated fish) is diminished for others as more contaminated fish are caught and removed. Critically evaluate why a policy of purely voluntary, independent national-level reduction targets would likely be less effective for solving Problem A than for Problem B.
