Evaluating Policy Proposals for Resource Management

A town with significant economic disparities among its residents is facing the depletion of its shared groundwater aquifer due to overuse. The town council is considering two proposals to encourage water conservation.

  • Proposal A: Implement a flat-rate system where every household is allowed the same fixed amount of water per month, with heavy fines for exceeding the limit.
  • Proposal B: Establish a community water management board with representation from all economic strata. The board will facilitate regular public meetings to discuss usage, set tiered water allowances based on household size and need, and manage a transparently-audited fund for infrastructure improvements, to which wealthier households are asked to contribute a proportionally larger share.

Evaluate which proposal is more likely to foster long-term, voluntary cooperation in conserving the aquifer. Justify your evaluation by explaining the psychological mechanisms that influence group collaboration in situations of economic inequality.
