Evaluating Pollution Control Policies

A government is considering two policies to reduce total carbon emissions from its industrial sector by 10 million tons. Policy A would require every industrial firm to reduce its emissions by a fixed amount. Policy B would set a total limit on emissions and issue a corresponding number of tradable permits to firms, allowing them to buy or sell these permits on an open market. Critically evaluate which policy is more likely to achieve the desired emissions reduction at a lower overall cost to society. Justify your reasoning by explaining the role of incentives in each policy.
