Evaluating Protectionist Measures

The government of a small country is concerned that its domestic textile industry is being harmed by a large volume of inexpensive imported clothing. To protect local jobs and businesses, policymakers are debating two different actions: (1) placing a 30% tax on all imported clothing, or (2) establishing a fixed limit on the quantity of clothing that can be imported annually. Critically evaluate both proposed actions. Which policy would you recommend? Justify your recommendation by comparing the likely effects of each policy on domestic consumers, domestic textile producers, and the government.
