Evaluating Public Policy Proposals

A city council is considering two separate environmental initiatives:

  1. A program offering financial subsidies to private businesses that install 'green roofs' (roofs covered with vegetation). These roofs provide significant energy savings for the building owner but also help reduce the urban heat island effect for the surrounding neighborhood.
  2. A project to construct and maintain a large, new public lighthouse on a treacherous coastline to guide all ships safely, funded entirely by city taxes.

Evaluate which of these initiatives is primarily addressing a positive externality and which is providing a public good. Justify your conclusion for each initiative by analyzing the balance between the private benefits received by the provider/recipient and the costs they incur.
