Evaluating Solutions to Resource Overuse

Imagine a large, open-ocean fishery that is not subject to any single country's jurisdiction. Fishing boats from many nations harvest fish from this area. Over time, the fish population has been declining rapidly due to overfishing. Two potential solutions are proposed:

  1. An international treaty that sets a total allowable catch limit for the entire fishery and assigns a specific quota (a share of the total limit) to each participating nation.
  2. Dividing the entire fishery into smaller, privately owned plots that are sold to individual fishing companies.

Evaluate the effectiveness of each proposed solution in addressing the inefficient allocation of the fish resource. In your evaluation, explain how each solution attempts to alter the characteristics of the resource that lead to its overuse.
