Two farmers, Anil and Bala, must independently choose a pest control strategy. Their choices are between an environmentally-friendly method (IPC) and a cheaper, polluting pesticide (T). The payoff for each farmer, with Anil's listed first and Bala's second, is determined by their combined choices:

  • Both choose IPC: (3, 3)
  • Both choose T: (2, 2)
  • Anil chooses IPC, Bala chooses T: (1, 4)
  • Anil chooses T, Bala chooses IPC: (4, 1)

Imagine you are a social planner for their community. Your goal is to promote the outcome that is best for the community as a whole. Which of the four outcomes would you advocate for, and why?
